By accessing the website https://pser.punjab.gov.pk, using the PSER mobile/web portal, registering yourself or your household, or receiving any benefit under PSER-linked programs, you agree to be bound by the following Terms and Conditions.
1. Acceptance of Terms
These Terms and Conditions constitute a legally binding agreement between you (the citizen/user) and the Punjab Socio-Economic Registry (PSER), operated by the Government of the Punjab through the Punjab Information Technology Board (PITB) and the Punjab Social Protection Authority.
2. Eligibility to Register
- You must be a resident of Punjab province, Pakistan.
- You must provide your own valid CNIC or B-Form number.
- Only one registration per household/head of family is permitted.
3. Accuracy and Truthfulness of Information
You agree to:
- Provide complete, accurate, and truthful information during registration and surveys.
- Immediately update PSER if there is any change in income, assets, family composition, address, or bank account.
- False declaration, concealment of assets/income, or submission of forged documents shall result in permanent disqualification, recovery of any benefits already paid, and legal action under applicable laws (including Pakistan Penal Code Sections 420, 468–471).
4. Use of the Portal
- The PSER portal is for lawful, non-commercial use only.
- You shall not attempt to hack, overload, or interfere with the functioning of the website or mobile application.
- Automated scraping, bots, or unauthorized access is strictly prohibited.
5. Verification and Surveys
You consent to:
- Home verification visits and prosperity surveys by authorized government teams.
- Cross-verification of your data with NADRA, Excise & Taxation, utility companies, banks, and other government databases.
- Biometric verification whenever required.
6. Benefits and Payments
- Receipt of cash transfers, ration, Himmat Card, or any other benefit is subject to final approval by the competent authority.
- The Government reserves the right to modify, suspend, or terminate any program or benefit amount without prior notice.
- Payments are made only through scheduled banks directly to the registered bank account or designated payment method.
7. Cancellation and Disqualification
PSER may cancel your registration or stop benefits at any time if:
- You provide false or misleading information.
- Your PMT score no longer qualifies you as deserving.
- You refuse verification or survey visits.
- You are found involved in fraudulent activities.
8. No Agency or Third-Party Involvement
No person, agent, or organization is authorized to act on behalf of PSER for registration or payment processing except officially appointed staff and centers.
9. Limitation of Liability
The Government of the Punjab and PITB shall not be liable for any indirect, incidental, or consequential loss arising from the use or inability to use PSER services, including delays in payment, technical glitches, or errors in data processing.
10. Amendments
The Government of the Punjab reserves the right to modify these Terms and Conditions at any time. The updated version will be posted on the official website.
11. Governing Law
These Terms shall be governed by the laws of the Islamic Republic of Pakistan. Any dispute shall be subject to the exclusive jurisdiction of courts in Lahore.
By completing registration or using PSER services, you confirm that you have read, understood, and agree to these Terms and Conditions.
