The Punjab Socio-Economic Registry (PSER), operated by the Government of the Punjab through the Punjab Information Technology Board (PITB) and the Social Protection Authority, is committed to protecting the privacy and personal information of all citizens who register with or benefit from the PSER program. This Privacy Policy explains how your personal data is collected, used, stored, shared, and protected.
1. Information We Collect
When you register with PSER (online at pser.punjab.gov.pk or at a registration center), we collect the following categories of information:
- Personal Identifiers: Full name, CNIC/B-Form number, date of birth, gender, marital status, disability status (if any).
- Contact Information: Mobile number, residential address, email address (optional).
- Family & Household Details: Names, CNIC/B-Form numbers, ages, and relationship of all household members.
- Socio-Economic Data: Monthly household income, employment status, occupation, assets (house, vehicles, livestock, agricultural land), utility bills, education level, and housing conditions.
- Financial Information: Bank account number, IBAN, and bank name (for direct benefit transfers).
- Biometric Data (in some cases): Thumb impression or facial image for identity verification.
- Location Data: GPS coordinates or tehsil/union council when registration is done through mobile teams.
2. How We Collect Your Information
- Directly from you when you fill the online form or visit a registration center.
- Through door-to-door prosperity surveys conducted by authorized enumerators.
- From integrated government databases (NADRA, Excise & Taxation, BISP, etc.) for verification purposes only.
3. Purpose of Data Collection
Your information is used exclusively for the following lawful purposes:
- Determining eligibility for social protection programs (cash transfers, Himmat Card, ration subsidies, educational stipends, etc.).
- Conducting poverty scorecard (PMT) calculations.
- Preventing fraud and duplicate registrations.
- Planning and improving government welfare schemes.
- Sending SMS/email notifications about payments and program updates.
4. Legal Basis
Collection and processing of your data is authorized under:
- The Punjab Social Protection Authority Act, 2015
- Punjab Socio-Economic Registry Rules, 2024
- Pakistan Data Protection Bill (when enacted) and applicable NADRA regulations
5. Data Sharing & Disclosure
Your personal data will only be shared with:
- Authorized government departments and programs (BISP, Health Department, School Education Department, Zakat & Ushr, etc.) strictly for delivering benefits.
- NADRA for identity verification.
- Scheduled banks for direct benefit transfers.
- Law enforcement agencies only when required by a court order or under national security laws.
We do not sell, rent, or trade your personal information with any private company or third party for commercial purposes.
6. Data Security
We implement strict administrative, technical, and physical safeguards, including:
- Encryption of data in transit and at rest
- Role-based access controls
- Regular security audits
- Secure storage in government data centers in Pakistan
7. Data Retention
Your information will be retained as long as you remain enrolled in any active social protection program. After you are no longer eligible or upon your written request, your data will be archived securely and deleted after 7 years as per government record-keeping policy.
8. Your Rights
You have the right to:
- Access your data through the PSER portal or helpline 0800-02345
- Request correction of inaccurate information
- File a complaint if you believe your data has been misused
- Request deletion of your record (subject to legal obligations)
9. Children’s Data
Information about children (under 18) is collected only with the consent of a parent or guardian and used solely for determining household eligibility.
